I guess the Secta Cibernetico storyline in AAA a few years back could be considered along these lines, as people treated it like it was a cult.

Any character like this cannot start off as a heel. He needs to intially come across as a friendly, helpful guy whose attempting to help other people find meaning and purpose in their lives. He contsantly downplays his "followers" and says he's simply trying to offer some assistance to those who need direction. He even suggests personal independence to the people he talks to, but always mentions that he's got an open ear if they ever need someone to talk to. Its only when certain people start to threaten him or oppurtunities arise, that he starts to exert his power. First asking that all on-air comparisons to a cult stop, and asking WWE officials to protect him from harrassment. It then starts to get worse, he says that the group members must stay on his show, and that any title shots a member gets must be cleared through him. He starts to cut himself off more and more from anyone who is not part his order, and starts hinting that his followers need to do the same. The in ring attire of the members, previously which was different and varied, start to take on an eerie resemblence. They are often seen saying the same statement to themselves over and over, and in their promos often talk about more of the great aspects of their leader than the match they're in. Its a that point that you can go into truly evil cult territory and make it a definite heel army. But it needs proper build up. So essentially Raven's Flock?

Both Raven's Nest and his Flock both started out as obvious heel groups, and Raven himself was never presented as a helpful, kind person in the beginning. It will have some resemblences to the flock at the end, but not so much at the start.
