If the person knows how to actually do one, then yes it hurts. I've seen people try it backhanded but it doesn't do anything. The key I learned is that it's not really an issue of how hard you throw the chop, it's about how fast you can do it. THAT's what makes it hurt, believe me. There's a guy in the fed I work in who is known for making his opponent's chest red and sometimes bloody every time he wrestles (I was once a victim of that a while ago). Yeah, he's kind of a jerk. I can actually do the back handed version. Its all about popping the wrist right before impact. Can damn near remove a nipple. And yes, i've been chopped as well.

Me and my brother used to chop each other for the hell of it. When I was training we got chopped all the time. When I worked my second job at Wing Over... me and my friend (who was the GM and also a wrestler) used to chop each other. So for a while there chops were part of my everyday life.

I and my friends used to slap each other across the back all the time in high school. Naturally, the more power behind the hit was the most desired tactic. You would also wait until the victim was nice and relaxed so it would hurt that much more. Never been chopped, but if it's anything like that I think I'll pass.

My friends and I used to chop each other all the time. You just gotta make sure to get as much contact with as much as your arm as you can (same with steel chairs to the back). It spreads out the shot, makes a better sound and doesn't hurt much. We even did it in dramatic arts and freaked out the teacher. Whenever we started stage fighting, one of us would constantly bring up wrestling moves and she'd ask to see a demonstration and then tell us we couldn't use most of them in plays as "they look too real"
If I had a nickel for everytime she told me my stage fighting looked to real... I'd have a roll of nickels I could fake KO someone with.

I've gotten chopped before, never hurt that much. I also cracked my kneecap playing football during a game and didn't feel it until after my adrenaline settled down once I got home later that night.
But as far as me chopping people, I chopped my cousin one time and put a welt on his chest and it turned purple and I think he bled a little..not sure about the bleeding but I know there was a purple welt there...

Once, very late at night during college, one of my roommates was pontificating his political beliefs, which I disagreed with vehemently. As I was too drunk to mount a coherent agrument, I simply NAILED him with a Flair chop.
It was so sweet.

Been chopped many a time.
I've had broken blood vessels in my chest, and a hand-shaped bruise on my back.
