I'm speaking of Fender Tremolo from the film Cyborg, the 1989 Jean-Claude Van Damme epic, in which men named after Guitars battle each other in a plague-infested urban dump of the future. Fender just comes off as one bad ass MFer and is like an 11 on the cool scale. Seriously, this guy will mess you up. Discuss how cool Cyborg is, or you can rattle off some cool movie villains, whatever floats your boat.

Hell any movie where Alan Rickman is the villain automatically makes it the coolest villain ever. The Sheriff of Nottingham made Robin Hood: Prince of thieves.

I don't think it gets much better than this. But but but but but but... When you get in to the philosophical connotations of the book and movie, is he really a villain?

While not the best or anything, Billy Zane was super sweet in Titanic, and completely awesome in Demon Knight.

I thought the The Kurgan was really cool. Holy crap, you're right. I didn't forget about him, I think my brain just couldn't handle the thought of such a menacing bad guy. And, as far as Bond villains go, Auric Goldfinger. Look at him!! Well, maybe not there. But, he did dip women in gold to kill them, and had a DAMN fine plan for becoming a major player in the world economy. It was fairly realistic and not over the top like some of the later villains, and Goldfinger really stands out because of it.
