I'm just going out on a limb until proven otherwise and say HHH after he beats Orton at No Way Out.

They could do it like this:
Undertaker switches to RAW, beats Orton in No Way Out, then Cena beats Undertaker at Wrestlemania 24 to win the belt.

Cena vs Orton, Battle of the Bland. It'll get great buys though, since kids, women and a few blokes love Cena, and some demographic that I can't work out yet was clearly in full force last night love Orton.
First time I've actually been tempted NOT to buy Mania. Cena in the ME from 2005-08. Ugh. 2005 wasn't half bad. 2006 was great for the crowd. 2007 was a fairly good match. I see no positive prospects this year, Cena and Orton's match at Summerslam was beyond boring.
Still, better than Cena v s Batista. Or worse, Orton vs Batista.
