It's a story tool to get the right guys over, a tool they are not using properly.

I think it is, because it means that that particular person will be main eventing a certain number of PPV's in the near future and will likely be a focal point of a huge part of his show, so if it's someone you like, or feel is an interesting and compelling character, it would likely be important to you.
That's why I feel that even though there is two world titles, it is still important.
