Greatness if he were given total control. Uhm..but if he had to work alongside Russo, Dutch and the Green Goblin? Not so much. Dare I ask who the Green Goblin is? Because surely you would not denigrate Jim Cornette (aka "The Only Voice of Sanity on that Booking Committee") by referring to him as a C-rate villain... would you? Jim Cornette isn't on the Booking Committee, as far as I can tell (if someone knows for sure, please correct me). Outside of his own air role and, I guess, when he's asked for his opinion, I don't think he involves himself much in the writing aspect/ booking aspect of the show.

Paul Heyman was great at telling stories, building character, just making you care.
He somehow made things last longterm, but not get boring. When someone turned, it was a big deal. He made sure every big moment received the spotlight, no matter where the person was on the cards. (For example, if a midcarder turned, Joey Styles wouldn't start talking about the night's main event seconds after it happened. The turn was sold).
Ratings obviously would not jump directly due to Heyman. But Heyman's booking would make stars, whom in term would draw ratings.
A perfect example is whenever an ECW wrestler went to the WWE or WCW back in the 90's, it was a big deal, no matter where they were on the card. The whole ECW roster was important, no one was made out to be "filler" talent.

Ditch Curry Man to bring back the Fallen Angel who would lead a group of lower guys like a religious flock.
Make Shark Boy x-division champ to mix him in with soild wrestlers to balance out the x-division with. humour and skill
Throw together a few stables and base the main event of aggressive hard hitting matches based around home grown stars AJ, Daniels, Joe and rotating ex-WWe/WCw guys.
Put LAX and MCMG's in a long feud, using MCMG's to bump like crazy.
