Shelton Benjamin was pretty over back then and had some pretty good matches with Jericho for a while and I don't know much about Tito Santana as I didnt see wrestling back in the 80's as I was born in 1990 so therefore my vote goes to Shelton Benjamin

Now these are two IC champs that I haven't seen a whole lot of their title reigns. 2 or 3 matches a piece from their runs.
Im gonna go with Tito since it meant something back then.

Now this is a rare case where I think a post 1998 IC champ beats a 1980-1998 IC champ.
I haven't seen any of Pateras stuff as IC champ and from what ive seen of his post reign through 1988 can not understand him getting the belt to begin with. The only thing big he ever did that ive seen was help Studd cut Andre's hair which doesn't amount to much of anything years later.
IMO one of the suckiest IC champs on paper.
I vote Booker T.
