WWE don't want/need women who can actually wrestle, as long as the fans get hard-ons with Kelly Kelly and the other Divas.
They're missing the chance to have a decent-ish and credible-ish Women Division, but in the end they're making more money and/or attracting more fans with crappy Bra and Panties matches and with "actual" marches consisting in a lot of softcore moves than they could dream of having with a ladder match for the Women's Title.
Trained female wrestlers are fewer, and would require adequate pay and booking Dime-a-dozen D-list "models" are cheaper and totally interchangeable.
Less fuss and more money. Who can blame WWE for that?

I can, because, shocker, I actually wanna see wrestlers, actual wrestlers, not some model who got the job because she looks good used and on my TV. But at this point i might as well say f*** it and just accept the fact that I don't matter in the grand scheme of WWE things.

And yet Beth Phoenix, the best female wrestler on WWE roster, by a mile, has been used mostly as sidekick in Santino's antics for months now... As much as me, you and the poster above would rather have actual Women's wrestling, the eye-candy still sells. Otherwise I just don't see a reason for all the threads about Divas' photoshoots got decent reactions even here. I don't need to mention the fact most of the crowds enjoy a Bikini Contest more than a decent bout...

This gets balanced out a bit by the total disaster that is the SD Divas' division, where we've had McCool as champ for months, with the likes of Maria and Maryse pushed as the top contenders to the title.

The problem is you have 8 women vieing for either one match or one angle per week. At least with Heat, the ones not being pushed could wrestle and get TV time. Best thing for Katie Lea is hold on till some vacancies arise. Layla Layla probably isn't going to be around long as she hasn't wrestled on TV since the draft (You know when even WWE thinks you can't wrestle, it's bad), and they can't afford to keep people who don't wrestle. And I don't think Candice will be around after her current contract expires I doubt either of those women will be leaving the company soon.

They also had that humiliating Santa's Little Helper match at Armageddon, and the Halloween costume contest at No Mercy. The divas and women's titles haven't been defended on the last two PPVs, which says a lot to me. WWE is really schizo when it comes to how it books its women.

Given her great wrestling talent, they are indeed dropping the ball, but her character is quite bland. The dancing was a nice touch and I'd like to see them continue with that.

I think she does an ok job with the character given to her. Unfortunately, with that kind of craptastic character you need to do something on the level of Umaga or John Morrison.
And btw, I still liked Katie Lea, bland character or no, more than at least half the Raw divettes.
