I'm not a big country fan, but I would definitely put "Highwayman" in the top 10 for sure. Others I'd include somewhere:

Seminole Wind - John Anderson Pass It On Down/Song of the South & that one about a fiddle in the band - Alabama (there was a fourth one of their's I liked, something about a bordertown and some fugitives crossing through it, but I can't remember the name and wikipedia's not really helping) for some reason, I love one called You're the Reason God Made Oklahoma - forgot who does that one though

I would consider Cash country for sure, just not the same as the current "pop" country. He's more in line with the traditionalists and even gospel aspects of the genre. To me, he's more of a country singer that garnered cross-over appeal to the rock crowd.
