I guess maybe because everything was below average on the card, the IC title match, the Steiners v Headshrinkers, all the better matches were ok, but nothing great, and it had a couple of moments that dragged it down, like Gonzalez v Taker and Hogan's win.
Hogan's win got a big pop, yeah, but the shine came off of that REALLY quickly, within a couple of weeks it was obvious he wasn't actually going to do, well, anything.

According to the CV footage the crowd looked to be going nuts. In his original rant, Scott Keith said the crowd was "less than thrilled" about it. Funny story though, 90% of the kids in junior high absolutely hated Hogan back then for this. Yokozuna was actually pretty popular. As was Tatanka. So from my point of view I don't understand why both are considered failures.

Didn't Hogan do a tour of Japan between WM IX and King of the Ring? He might of, I read somewhere that he was actually wrestling house show feuds with With Yoko right up to Summerslam 93. Yes, according to History of WWE he had matches against Yokozuna on the July/August European tour, but Bret Hart (maybe others?) feuded with Yokozuna on the US dates. Including a steel cage match that Hart implausibly manages to lose, that's available on youtube.

Yeah, but tours like that are basically house shows, they mention them coming to your area, then are never mentioned again on tv with no consequences, especially back then when any title changes were changed back or ignored.

Tatanka vs. HBK for the IC title The Steiners vs. The Head Shrinkers Doink vs. Crush Razor vs. Bob Backlund The Mega Maniacs vs. Money INC. for the Tag Titles Luger vs. Mr. Perfect Taker vs. Giant Gonzalez Yokozuna vs. Bret Hart for the WWF title
The only match that really shouldn't have been on there were Doink vs. Crush, and having Gonzalez as Taker's opponent. But other than that every match on the card was decent. JR makes his PPV debut for the WWF along with Lex and Hogan shockingly wins the WWF title in less than 21 seconds after Yokozuna defeats Bret to become the champ. This was the first outside WM and it was a good one imo.

At that point it was the worst Wrestlemania to date (though I would contend that II was possibly lamer), mainly for Hogan's win and the mere presence of Giant Gonzalez. One of the only things I liked about it was the Doink and Crush match, I seem to remember Sean Mooney trying to get clarification on what he saw from a Japanese photographer who didn't speak much English.
But one of the worst things about IX is the lack of atmosphere. Having it outside in near enough broad daylight took away that Wrestlemania feel. Summerslam 92 at Wembley worked like a dream but this one was far too bright.
