I see plenty of good advice here, and I've also seen the reason the advice isn't followed. Vince doesn't care enough about tagteam-wrestling to commit guys good guys to longterm tagteams. He won't create the next Road Warriors or Steiners because he'd consider it a waste a waste or resources.

Put Hass and Benjamin back together and put them on RAW. Find a way to get tag titles back on Smackdown so we have tag titles on both big shows. Then develop some teams and have four teams on each brand.(only make them actual teams with names.)
Creating good tag teams is a very simple concept. I have no idea why WWE can't do it.

I would put more of the blame on Stephanie and the creative team than Vince. Back in the late 80s WWF had one of the greatest tag divisions ever. From what I know Vince called all the shots back then.
