A lot of people think that'd be cool.
And in a way...it sorta would, even the dystopian setting of VII had beautiful architecture and could still be quite pretty.
But you could never create an accurate schedule. You would constantly be late as shit. To everything. You'd take two steps outside, and aw damn. Monsters on your lawn.
You would go into the bathroom at night to relieve yourself, turn on the lights, and aw damn, monsters in the bathroom.
Traffic would be held up at 5:00 not because of rush hour, but because motorists have to fight some winged lion that's just hanging out on the freeway.
Basically every two steps you'd take, monsters.
That shit would get old.

Thiefs would roam the streets as they never seem to get locked up.
There'd be a lot more effeminate looking men.

what if I use my evade encounters skill? Not everyone would be that lucky. All we'd have to do is fight teh devil in the magical lamp from Cid and then junction it and have it learn the Encounter None ability. Um, let me know how it turns out.

Not to mention all the crap we would be constantly carrying around with us.
We would just find stuff and be like "Well...I really don't need this...but...dammit...you never know when this is going to be important! I might need it to unlock some magical door I have no business being in anyway!"

Phoenix Downs would be mainstays as far as medical training in order to revive an unconscious victim.
Also, everybody would have perfect hair.

3 (or 6, whatever your preference) Wait, 6? I've played 6. ....why do I still not recognize that thing, then... In the World of Ruin, he flies around and you encounter him at random. He'll run off after you deal him a certain amount of damage. After a few times of battle, you can end up killing him, and he drops a piece of magicite (can't remember what Esper it was)
