Yeah, it's based on kayfabe performance in a 12 month period from July last year to this year. It's still a subjective formula, but I believe Mickie has held both the women's title and divas title in that period, and had a pretty good win-loss record (and being a babyface she didn't cheat). So that justifies her position at the top I guess.
It's also the same reason Triple H topped the male PWI 500 as he had a 7 month WWE title reign in 2008, and then held it for over 2 months this year.

Why does Kayfabed mean bad? Still pretty interesting Well kayfabed lists like that are just "Who was booked strongest" which doesn't really mean anything other than what people in meetings decided should be match results. Besides, it probably doesn't even consult the Academy of Wrestling Arts and Sciences or whatever that group that does the Power 25 is called. =P

Wow, kayfabed lists are better in my opinion, as it's basing things on what actually happened on television throughout the year, based on contendership, wins, loses, stuff like that.
Based off of that, I still disagree with that. I felt Awesome Kong should be at the top of the list, despite losing steam in recent months. Maryse should also be somewhat high up, as she held the Divas Title for a good long time, though part of it she was injured. Michelle McCool, despite people hating her, has also had a good run in women's wrestling.
I see the top 5 as:
1. Mickie James 2. Awesome Kong 3. Angelina Love 4. Maryse 5. Michelle McCool
I think lists like this are much better then any potential internet mark list, which would be based on work rate, how hot the person is, and whether or not she does something good or bad backstage.

I don't think Maryse is going to be very high up compared to other champions because of how that portion of her reign consisted of her losing matches to other people and dodging Mickie.
