Originally, I thought Foley too. It certainly was late in his career, but its always contradicting to say that as his actual career was short for a wrestler of his popularity. The Deathmatches would of cut him short and were genuinely a highlight, but this was before her came to the WWF Foley was 34 when he won the WWE big one, but he'd been making waves on the Death Match scene and perhaps peaked for what he was meant to be in Japan or ECW a while before then. If Foley came out of wrestling retirement now and started having MOTY a la HBK, you could say he peaked late, but it's confusing to find out when he actually peaked lol. You are right, it's is tough to say when he peaked. I was mostly going for popularity as he started to be noticed in his 1997 feud with the Undertaker, and then really came into prominence while he was trading the WWF title with Rock in early 1999.

Bob Backlund. Forget the title reign as Howdy Doody, I found his grumpy old man gimmick outstanding and to be a far better character.

I'd even say Undertaker.
He had the character down perfect, but I'd argue he didn't really develop into a good all-round worker until around '96 onwards, a good 12 years into his career and at the age of 31. Perhaps you can blame some of that on the gimmick but I don't think that's completely true, and his pre-WWF stuff wasn't particularly stand-out.
