I think the worst cases are the guys that were huge in WCW or ECW like Tazz, Raven, Vader, what have you, but when you take Goldberg and do what they did, you are an idiot.

I agree. I think Head Cheese was genius, the comedy guy and the serious guy paired together, made for some funny segments (example: Chester McCheeserton at WM 2000). They should've gotten a tag title run, imo.

DDP, Jerry Lynn, Dean Malenko (had a very good title match with Scotty, but ended up feuding with Lita). And of course, Chris Jericho. Because he never reached his true potential. Everytime he came close they took it away. He has an impressive resume but he has never really gotten the chance to be very important and carry the WWE.

Rob Conway. Don't laugh! Here's a guy who was given a good gimmick, had good skills on the mike and was given a really solid push. Yes, the gimmick sort of ripped off Ortons, but it was interesting because he was beating guys like Greg Valentine and Koko B Ware, basically proving that he should be the next big star and that all these guys meant nothing. Hell, he was getting heat for it! Yes, Conway..of La Resistance, getting boo'd without dissing America! Who'da funk it? Then what happened? He got squashed. By Flair. For no reason. And now we see Rob Conway. Heat Jobber. Getting almost zip reaction whatsoever. And it's sad

I may be in the minority, but honestly, if handled right, Tajiri could have been huge. Don't laugh, I'm serious. Tajiri was a great worker, charismatic, and come on, its not like the WWE ever pushes Asians so he msot certainly was unique. Pstcho heel Tajiri could have at least been IC champ.

Now I still dont think Goldberg was misused in WWE. Look at his record - one on one he was NEVER beaten in WWE. The only matches he lost were the elimination chamber and the triple threat at Armageddon 03, both of which he lost due to outside interference.
I think he got a pretty damn good WWE run when you consider he had basically squash victories over (among others) The Rock, Jercho, Brock Lesnar, Triple H, Batista and lets not forget the elimination chamber in which he cleanly pinned Orton, Jericho and Shawn Michaels in less than five minutes. That doesnt sound like a lack of a push to me.
Oh and ofcourse he was World Champion.
There are a plentiful back catelogue of misused stars in WWE history. One I would go for would be Mr Perfect. Now although yes he had a great run as IC champion - and yes he was used really well up until SS91 after which he had to take a manager role to heel his back. However, upon his return to the ring and subsequent face turn - he was getting huge pops and was arguably the biggest face in the company.
They did not give Flair v Perfect the PPV payoff they should have (I think they should have had it at the Royal Rumble 93) and then instead of pushing Perfect into what would have been an outstanding World Title feud with Bret Hart, they shunted him down to the midcard. Stange decision. The feud with Shawn Michaels could have made it worth while - but that was bizarrely booked - a countout finish to the blow out match at Summerslam 93. Why?
Then they put him in a commentary position only to have him leave for WCW as he wanted to be in the ring.
Then when he has his big comeback in 2002 at the Royal Rumble - again receiving a huge pop - and lasting until the final three, the WWE proceed to do absolutely hee haw with him at WM18 - despite the mouthwatering possibility of a clash with RVD. A plane ride from hell later and he is gone from WWE.
Definitely the WWE champion that never was. The man will never be forgotten.
