I think WWF was the only company that tended to operate with a face champ.
Almost all the territories and the NWA preferred to have a heel champ with a face or several faces chasing and being screwed.
The big regional champs like Gange, Lawler, Race, etc. were all heels (and often the owner of the territory), and the NWA traveling champs were also necessarily heels. It just made more sense.
The draw was seeing the local hero vs. the traveling heel champ (and 9/10 being screwed out of the title) or see the local babyface try to win the title from the evil local champ (and being screwed of the the title.
I guess in New York, they tended to book more on the draw of seeing one guy take on all comers, and it made much more sense for that guy to be a face.
In theory, Flair vs. Hogan would have been perfect then.
The ultimate "Northern" face champ vs. the ultimate traveling NWA heel champ.
