Speaking as a step-sister who has had two step-brothers make sexual advances ... yes, I personally feel that it's wrong.
Sure, there's no blood relations, but when their parents and your parents get married, there's kind of an implied trust and agreement between all parties involved that a certain line shouldn't be crossed there. And, at least for me, you start recognizing them more as a sibling than as a separate individual as time goes on, so it adds a whole 'nother ick factor to that idea.

To get married, yeah, but I doubt they'd raid your house over a makeout session. Kidding aside, I dunno. I think a lot of it has to do with how long they've been your step siblings.. If it's been since you were kids, yeah, that is pretty weird.

Except I'm not a step-sister, nor have I had any sexual advances by my step-siblings. I have two step-sisters and I've never had any feelings in that sorta way for either of them. I feel too brotherly towards them. It would feel wrong. I wasn't exactly a baby when they came into my life, either, so...I dunno. We're close, and it's the only kind of closeness that there should be there.

Is it ill-advised to date your step-sister? Yes.
Unless your family isn't very close and she only became your step-sister last week - it'll almost always be a bad idea.
UNLESS - you were dating her first and THEN your dad married her mom (or whichever). Then you two were first and your parents should have backed off.
