I always felt that this was sort of a grey area since the two people are blood related. I have a step sister, and I could never imagine thinking of her in any type of sexual manner because I treat her like she would be a blood sister. Now where I am from, I know two sets of step siblings who have had kids together, so I guess they didn't find anything wrong with it.
I don't think it's wrong, just simply frowned upon.

It's not really wrong in any biological sense. I mean, if you wanna, go for it. Why not? It's not like if you had kids, they'd be flipper children. You aren't blood related, so other than your parents being married, there's no relation.
I couldn't see myself doing it, even if I had step siblings, but I can't see why one shouldn't.

Speaking as a step-sister who has had two step-brothers make sexual advances ... yes, I personally feel that it's wrong. For some reason I imagine that this was all part of some sex wager that you'd see in some teen comedy. In fact here's a song for the trailer (which was pretty much in every movie and/or movie trailer circa late 90's) Must've been even worse during the December holidays. "Wow! You guys both got me a copy of Flowers In The Attic....For the second straight year!"
