They don't practice it nearly enough. Recievers spend their entire offseasons catching balls. Quarterbacks work on their throwing mechanics. Running backs work on endurance and building strength to break tackles. Most defensive players just maintain their physiques and don't actually practice tackling. Factor in that they don't tackle in training camp to prevent injuries, and the first preseason game is usually their first attempt at getting physical in real time. Bizzare. I've heard they don't want training sessions turning in to injury fests but they have to change something. Also, Reggie Bush has pulled a hammy it looks like. IMPROVE_USPIERRE I think this is a tad more accurate.

From my personal experience, coaches do allow hitting in practices during training camp, but more of the "wrap him up, lock your hands, don't drive him into the ground, whistle blows" type of way. That's no good, if only because you're not really working on your technique, driving the person into the ground, ect. Bizzare. Rare mistake by Brees. Jenkins is the closest thing Dallas has to a ballhawk, and they still had some time to work with in going short. Didn't need to go deep there.
