Actually it was explained early in his character's run. The Mountie was actually recognized as Jacque Rougeau of the Fabulous Rougeau Brothers. That's why Jimmy Hart was still his manager. It was explained that Jacque had gone back to Canada and trained to be a Mountie, and if I remember correctly, he was disgusted at how soft the Mounties had gotten and decided to bring "true" Mountie law and order to America. But the Mountie character was actually recognized as Jacque Rougeau.

They used to refer to El Matador as "El Matador Tito Santana", early on they used to refer to the Mountie as "The Mountie Jacque Rougeau". Also, Col. Mustafa was recognized as the Iron Sheik. When Slaughter announced Mustafa Piper and McMahon started screaming that it was the Iron Sheik and the Sheik was back in the WWF with Slaughter. They cut it out later but Gorilla mention Mustafa as a former WWF World Champion. They had some pretty interesting twists as well with the Mountie. For example, the Mountie/Bret Hart feud for the I-C belt almost seemed to be a carry over from the Rougeau/Hart Foundation feud.

Here in Canada he was always refereed to as Jacques Rougeau. Never as The Mountie.
Here's why "The character was eventually the subject of litigation in Canada, leading to Rougeau being enjoined from performing as The Mountie in his home country. Thus, while wrestling in Canada, he was billed using only his real name and did not wear his Mountie-inspired hat and jacket to the ring, although he did retain other parts of his costume such as red shirt, black pants, and boots. In fact, the commentary team who announced the match would often say, "This man does NOT represent the Royal Canadian Mounted Police!"

Yeah the mountie seemed like character "progression" to me, rather than a pure character change. Kind of like how HHH still really is that same guy he was in 1995 or whenever it was he debuted in WWF.
They never really made any secret of the fact that it was jacque rougeau. Didn't comment on it much, but it wasn't ever retconned to be sure.
Also, that shock stick was great. I mean you could book him to beat anyone with that, heh.

I dunno, the Mountie, especially with the shock stick, wasn't a face character, Jacques was always a great comedy heel, but the rare occasions he had to be a face something was a bit off.

Loved the Mountie, his theme music was quality.
His tag team with Pierre was gold too. Great worker and top chicken heel.

One of my favorite things the WWF ever did was after they faced all the controversy with the mountie gimmick, they "retooled" the theme music for the Quebecers (i.e., just replacing, "I'm the Mountie", with "We're not the mounties", but keeping everything else exactly the same). I picture them defending the gimmick after that, "No, no, they're NOT the Mounties - it's right in the theme song!"
And of course, the fabulous rougeau brothers theme (heel version) was incredibly awesome as well.
No wrester has ever had two such classic themes as jacque rougeau
