Hogan without a doubt. Even though Hogan has turned into a senile old quack, the man is wrestling's biggest draw. QFT I believe this is also the problem of wrestling right now. That being said, give us Hogan vs. Cena at WM. If Cena wins the hulkamaniacs riot

I'd like to say Flair, because he is far superior to Hogan. But you know Hogan probably did, despite his lack of personality and/or talent.

For now, ONLY because I don't have my statistics with me, I say Hogan. But I'm not putting in a vote.
If my memory serves me correctly, I believe there may have been wrestlers in Japan or Mexico that were bigger draws.
Actually, screw my statistics, cause I can think of a bigger draw than Hogan.
