Big Show says they need to "step up". Well how are they supposed to step up, when they're never given the chance? Kofi Kingston beat Randy by surprise at Survivor Series and got his MSG moment that will obviously be played in those tribute videos or whatever. But after that, he lost 3 consecutive matches to Orton in clean fashion, including the feud ending match. I don't get it, Kofi gets his moment but doesn't win the feud. What does that do for Kofi? He's not going to go anywhere now, he couldn't (in the storyline) hang with the main eventers. He gets no title shot, he gets no push, he's going to fall down to the US title mix after/if MVP beats The Miz for it. They've been hinting at it recently on Raw.
Even though Sheamus has the WWE title, Triple H, HBK, Cena and Orton are still the locker room "leaders". Nothing has changed, they realized they needed to change the main event scene and they threw Hunter's boy in there and have him beat Cena by "accident". I don't know how many times I have to listen about how Cena "lost his balance". Why can't they simply say "Sheamus beat Cena fair and square"?
I can bet my ass that when/if Ted turns on Randy, he will get about 3 matches, he might win the first by roll-up but the next two will be ended cleanly, by the man himself. After tha, he flonders around in the US title mix. All the momentum he once gained during the Orton feud... is gone... and so is his partnership with Cody Rhodes. Will their top guys (Cena, HHH, HBK, Orton, etc) EVER really lose? Thoughts?

Kofi will probably have his moment, I guess they just didn't think he was ready for it. In the end I think all great superstars who wait patiently will have their moments.
I don't mind them building up the big stars, because that makes it cool when newcommers actually beats them. I did cheer when Sheamus won against Cena because I don't like Cena, he's sort of my "personal heel" if you get what I mean, but that's because I usually cheer for the heels, so if the good guys are strong, it means it's more fun when the bad guys win.
A bit strange answer, but I hope you understand my point.

I think Kofi, while losing the feud, has proved he can hang at the top, but right now is not the time. He's my pick to win MITB this year. I would also not be surprised if The Miz made a solid claim for ME status in 2010 either.

Just because Kofi jobbed to Orton doesn't mean he can't get a huge push. Don't forget, in 2003, during the height of Cena's hip hope heel gimmick, he jobbed to Undertaker, Eddie Guerrero, and Kurt Angle in three consecutive feuds. Obviously, he turned out fine...

There's a reason there's no main-event heels besides Orton. I'm sure Chris Jericho,Edge and Big Show are dying to know what it is Edge is injured and Jericho and Big Show were basically tag team champs for most of the year. Big Show can't be the main heel alone currently. I could be wrong.

I see Miz and Kofi feuding over the MITB briefcase or something like that, they could have a real good feud and elevate each other, the winner of the feud getting a title shot (hopefully it would be Miz cuz they need heels BAD). Cena defending against the new and improved Miz should main event Summerslam.

To be fair, I think the WWE have been pretty good at getting people into the main event. Over the past five years they've succesfully turned Cena, Orton, Edge, CM Punk, Rey, Jeff Hardy and Batista into recognised main eventers. Before that they did similar with the likes of Eddie, Benoit, Brock and JBL.
I have no real issues with their ability to elevate people. I'm sure at least a couple if not more of Kofi, The Miz, Morrison, Sheamus, Ted and Cody will be at the top in five years time.

I'm calling you out! What about Batista on SD!? Good point, and I actually prefer Heel Bats to Heel Orton, he has more personality. I honestly don't like heel Batista. He is basically exactly like he was only now people boo when he says douchebag things even though it is pretty much the same stuff he always says. Orton is very monotone and boring sometimes but in the ring he has a ton of charisma especially when he sets up for the RKO. I wasn't really into the whole Viper thing at first but I think he has done a good job with it for the most part. They haven't exactly booked him as a top heel should be.
