In terms of booking, the only guys I think who could do it and have it feel right would be Michaels and Jeff Hardy. And Jeff... has demonstrated that WWE really oughtn't to trust him with anything too major, no matter how over he is.
That said, I can also conceive the possibility that in 2-3 years, Sheamus will be in a position where he could credibly end the streak and get the right sort of rub from it.
