1 - Sherri 2 - Trish 3 - Lita 4 - Victoria Lita, really? I always thought she was nails on chalkboard. But to each his own. She did seem more comfortable than most of the Diva's we have today, though. I'd go for Sherri, Sunny, Trish and Ivory. In that order.

-Sunny, by far. She's not stupid, we wanted to see her, not dancing farm-boys feuding with a couple of unemployed ranch hands. She pushed that fact, and we bought it. -Molly Holly, when passionate about an angle, could really get her points across.
Although largely neglected due to the horrid Al Wilson angle, Dawn Marie gets my honorable mention for making it work.

I never liked Trish as a talker. Her constant giggling and staring around when talking took away from anything she said. In other words, it seemed like she was uncomfortable behind the mic. Whereas someone like Sunny was way more comfortable and her delivery came off as being more natural.

Lita's voice was awful, but her delivery was usually pretty good. Speaking of people with annoying voices, Luna Vachon wasn't that bad on the mic, either.

Trish and Sunny are the most obvious two.
Sunny was just naturally an easy talker, could ad-lib, and get the fans excited.
Trish improved tremendously from her first few years. When the Y2J/Christian storyline started she began to look more confident and perform more naturally, then her heel run which had some great mic work, and after that she couldn't do much wrong.
Lita (while in possession of a universally hated voice) was not bad on the mic. Her retirement promo was particularly good:

Ivory was also another decent talker, easily the best woman on the mic during her time period.
I always used to look back fondly on Molly Holly's mic work, but I re-watched alot of her promo's recently and they weren't very good. Watching them back she's actually very wooden in her delivery, and what she is saying sounds obviously scripted.
Alicia Fox seems to have the most promise out of the recent girls. Her backstage promo with Michelle McCool at last year's Bash was very good, but unfortunately showed up Michelle's lack of promo skills.
Layla's also good on the mic.
Maryse is also another decent talker, especially considering English is not her mother tongue.
Stephanie McMahon became very decent on the mic, despite her irritating voice. Same with Sable during her second run with the company.
Mickie and Melina have had their fair share of good and awful promo's.
