Mickie edges Victoria out, but just barely. And I will actually give a very specific example of why this is true.
One time during Victoria's psycho days, she was on guest commentary for some reason. The match was Jazz vs Trish. Basically Jazz, Trish, and Victoria had an upcoming triple threat or something. So anyway, Jazz gets the house mic and says "The B**** is back!" Jim Ross says to Vick "Hear that? Jazz is calling herself a b****!" To which Victoria replies "Yeah? Well I'm a psycho b****". This violated rule #423:
RULE #423 OF PLAYING A PSYCHO ON TV: "NEVER REFER TO YOURSELF AS A PSYCHO"
That's right, people who truly are psycho do not know that they are psycho. And when you call them psycho, they deny it. Even Psycho Sid's catch phrase was "Dont call me psycho". Victoria referred to herself as a psycho, which makes it clear that she was merely playing a role. When Ashley called Mickie a psycho, Mickie went... well.. psycho.

Mickie, her character was much deeper and seemed more twisted than Victoria.

Mickie was more of a bipolar psycho, someone who could be happy and bouncy one minute, but if you crossed her, she would snap.
Whereas Victoria would bite your nose off if you looked at her cross-eyed.

Victoria really hated Trish while Mickie was in love with Trish and we could see the progression of hate start for her. Truth be told, while I LOVE Victoria's Tatu Theme from 2005, Mickie James first 7 months were some of the best booked material of the last decade.

Victoria was a crazy brute. Mickie was overly obsessive. Daffney was just flippin' screaming like hell. Luna was in it with Gangrel... GANGREL!
I like psychos. There's no better than one another. Just better than everyone else.

I'm gonna rephrase what I said earlier, because I don't think it got across what I wanted it to.
Mickie as a psycho made me laugh.
Victoria as a psycho nearly scared the crap out of me.
Therefore, Victoria wins.

Victoria. She looked and acted f***ing nuts. Mickie just acted like a rejected wanna-be lover to Trish Stratus (which her character was) but she lacked the overall creepiness psycho Victoria had going on.
