To be fair, Vince and the WWE in general have taken a fairly passive stance on TNA. More specifically, they've basically decided not to do anything to hurt them, provided they do nothing to hurt WWE. Except for the time that Vince McMahon said that TNA's programming was reprehensible. Says the man who loved the Katie Vick storyline. Still I think Vince knows that TNA does pose a threat to him, Hogan or not, right now. If TNA was getting 3.0s and rising on a weekly basis then if I were Vince, I'd be worried.

As far as WWE programming is concerned, TNA has yet to be mentioned one way or another (save for the time fans chanted it during the Trump VS O'Donnell match).

Hogan just doesn't understand how the ratings work. He thinks if they get a 1.0 for each hour that it's added together at the end for a 3.0 rating.

I honestly think they'll break a 2.0. Too many wrestling fans will be flipping back and forth, which will give them a much higher rating than ever before. Brilliant move by TNA, as this move can do no wrong. Finally, maybe TNA will begin to advertise when they are on the road...

Rumors of Bret Hart signing a deal with WWE. If he did and he hosts opposite the Monday Impact than they will NOT do a 3.0 against RAW as Hogan predicted. Unless...TNA has a second tier of suprises they can tease to wwe fans to get them curious. This of course won't happen

Yeah, pulling the Bret Hart card has pretty much kiboshed any hopes TNA had. Still, if they can at least retain their usual 1.1, that's enough of a victory. It shows that their audience will follow them, so why not hunker down on Monday night and start to create a buzz.
