By FBI i mean the Full Blooded Italians. Could an angle where someone or even a stable of people who are clearly American claim to be from another country, even though everyone (including the announcers) know their true origin? Obviously it could only work as a comedy angle, but would it be do-able today?

Yeah, but watch out for "Jersey Shore" type lawsuits. It could effectively get heel heat but certain groups might go berserk.

I loved the FBI in all its original ECW incarnations. I think during one of the Pulp Fiction promos Little Guido and JT Smith visited the Rocky statue and Guido tried to punch it out.
Another one of my favorite promos was when Mamaluke was trying to become an FBI member, and he was pissed off and asked Sal who he ever beat and without missing a beat he goes "Scott Hall"
I met Little Guido, he's the only wrestler I have an autograph or a picture with. He seemed really cool.
Edit: Oh yea, when I saw him, his tights were hilarious. Not sure how long he wore them but they said "U Face!!!" across the back of them.

I think it would totally work. One of the great things about the original ECW was they were able to take really different and sometimes comedic gimmicks, yet make it work in a serious way better than it ever had any right to. lol
