The core audience for most comic book characters is clearly young males, the majority of whom still prefer darker characters right now (a reflection of society? that's for another discussion). Aquaman isn't a particularly dark character, and thusly he doesn't particularly appeal to this generation of young males.
Batman, for example, is dark, and he does generally appeal to this generation of young males. But turn back the clock and what will you find? Before Tim Burton's Batman, the mainstream mainly thought of the campy Adam West Batman, but Batman had long shed his Silver Age flavor in the 70's, which only continued into the 80's. It took a badass movie to shed new light on the character, and Batman has been accepted as a badass ever since.
A badass live action movie, even if a sleeper hit (Blade, for example, was a sleeper hit that preceded the latest comic book movie boom), that remains true to Aquaman's character is needed if you asked me. Aquaman does have character value, but he's a niche character.
The true extent and implications of his powers are not immediately obvious to many people. Seventy percent of the planet is his playground, but the problem is that people don't live in the oceans and seas of this world, so any conflict, and thusly any plot, involving Aquaman immediately becomes a harder sell, particularly if one shoots for relatable diversity.

Aquaman also severely suffers from "shitty rogue's gallery." As a very casual fan of Aquaman...as in...one who's never read his comics but is aware of what he's been up to in modern times...I can't name a single Aquaman villain other than Black Mantra. I agree whole heartedly that Aquaman needs a good movie to reintroduce him to audiences.

For me, it's not that he's not badass, it's that..well...he's just never really appealed to me at all. And the fact that he's restricted to water doesn't help.
Although I remember that episode of JLU, and I remember thinking "Well, this is surely different", which is a good thing. I guess him slicing up baddies with his hook adds a cool factor to him other than "the guy who can live in the sea and talks to fish".
BoilerRoomBrawler brings a good point though. Maybe all Aquaman needs is a live action movie to really do him justice, and make him become accepted to the general audience like the rest of his JL teammates are. But at the same time, I can't help but think about what Erisi said. Maybe it's too late for Aquaman, and he's doomed to be the running joke of comic superheroes forever.
Unfortunately where I live, any location of comic books is pretty much extinct, so I have to do most of my research online. If they can give us more of the JLU Aquaman, whether it's in cartoons or movies, maybe he has a chance.
Until then, my opinion of the guy remains pretty much the same.

Always thought Ocean Master was cool, and Qwsp (or whatever) is pretty awesome now he's a villain, although he doesn't really count as an Aquaman bad guy.

We may laugh at Aquaman, but here's the thing: in the old Superfriends cartoons, he was always with Wonder Woman. Whenever the team split up to go to work, it'd be him and Diana together. So, he may have been dorky, but I'm pretty sure he was getting a piece of that ass.

Sure, every hero has their share of craptastic villains, but Wondy still has some greats: Cheeta Giganta (Although this is unfair as I'm attracted to giant women and tend to root for Giganta over Wonder Woman...besides the fact that they job Giganta out to Wonder Woman WAY too much) Ares Hades Sure, she doesn't have a massive gallery of classic villains ala Spiderman or Batman...but not many can match those two in terms of sheer number of good to great villains, but off the top of my head I was able to name more villains for Wonder Woman than Aquaman...and I'm not truly a Wonder Woman fan. (LOL, like I said, I root for Giganta!)

Cheetah (post-crisis werecat only), Circe, Ares, Dr. Psycho. all great villains. heck even Genocide started to grow on me after a while. Aquaman on the other hand has Black manta, Ocean Master and.... uh... yeah I'm drawing a blank. maybe now that Geoff Johns is in charge of Aquaman he'll beef up his rogues gallery the way he did with JSA, Green Lantern and the Flash (though he was blessed with that last one).

Due to Atlantis's roots in Greek mythology, I sort of wonder why Aquaman cannot share some of Wonder Woman's rogues gallery.
