I went on a Twilight Zone kick a little while ago. I'm pretty sure I've seen every episode and can't recall a single bad one. Sure some are a little silly or weaker than others, but I think all of them are generally good episodes.
Aside from the Twilight Zone, I would probably also throw in the following:
Titus Clerks: The Animated Series (Easy given the amount of episodes)
Also, I would say Family Guy during its original run only. Since it has been revived there have been a ton of stinkers.

The Office Fawlty Towers Phoenix Nights Whichever version of The Office you are talking about, im calling the Pilot episode. The jokes are just lame in both of them. The UK version never had a pilot episode. At least not one that was ever released. Unless you're referring to the first episode, which I'd disagree with. There are some great gags in that episode : The stapler in the jelly, Brent accusing Dawn of theft, The interview with the new Warehouse employee, Brent's meeting with Jennifer.

Twilight Zone
Seinfeld (IMO even the weakest episodes are better than 99% of what other modern network sitcoms have produced)
Cheers was pretty solid all the way through
Arrested Development was pure gold up until they found out they were being canceled and had to rush an ending to the series. Even then the final episodes were pretty good given the circumstances.
The British version of The Office and Fawlty Towers of course.
Oh yeah, and ALF...OK maybe not ALF.

I'll second Seinfeld. Even the weaker episodes can still produce enough laughs to be enjoyable.

Breaking Bad has NEVER had a bad episode to date, which is shocking considering it's going into the fourth season come July 2011.
I'd also lump Twin Peaks in there, but yeah only two seasons total and all...

All in the Family I have never seen a bad episode of. Even the Stephanie episodes are still enjoyable.
