It Depends.....
Do you consider "Grinch Night" and "The Grinch Grinches the Cat in the Hat" canon? If so are they Prequels or sequels? The point I'm trying to make is if they follow the original "How The Grinch Stole Christmas" then while there was a massive turn, there was also a FAR more massive backslide.
Scrooge on the other hand is noted as "Keeping Christmas in his heart all year 'round" and was the "Greatest ever to do so" after the events of "A Christmas Carol"

The Grinch.......he didnt need three ghosts (four if you count Marley) to make him turn face. All he needed was to hear a song that meant Christmas was more than material goods (since the Grinch had stolen all of them).

Scrooge. At the end of the day, all the Grinch did was bring all their stuff back, most of it junk they didn't need. Scrooge kept Tiny Tim from freaking dying.

The Grinch for sure. Scrooge was a douche to people and hated christmas, but he didn't go out of his way to purposely try to get rid of christmas. The Grinch sole goal in life seemed to be about being ass.(he didn't seem to have a job or do anything else) Plus Scrooge's heart didn't grow three sizes.

Scrooge. The man reformed his entire life in one ghost story, whereas the Grinch is some sort of hobo beast who terrorized some sort of bestial city, and decided not to, for one day.

In the cartoon/book, the only TRUE versions, we have no idea why the Grinch is outcast. Both seem to imply that the rather nasty Grinch was more in self exile rather than the Whos being to blame.

Based on the cartoon only and not the back story provided by the Ron Howard movie, The Grinch mostly kept to himself and rarely seemed to bother anyone..on ONE day for ONE Christmas..he decided to steal it all and bring it back.
Scrooge was a mean bastard all year long, every year. He caused stress to those who were unfortunate enough to have a loan through his brokerage. He treated his employee like a machine, keeping him in relative poverty.
Scrooge ended up becoming the nicest man in town, saved Tiny Tim's life and gave unselfishly to charity.
