I wouldn't say Jade Empire is underrated, mainly because people have been begging for years for a JE2. Hell a lot of people expected BioWare's game after Mass Effect to be Jade Empire 2, then they announced Dragon Age, a great game as well, but yeah at this point it seems we won't be getting a JE2 until after they at least release Mass Effect 3.

Final Fantasy Tactics does not get enough praise for how intricate, and dynamic that game really is, and when you combine an awesomely original storyline, a five-star soundtrack, and a compelling cast of characters, you have yourself an outstanding game that tends to be forgotten and overshadowed by inferior games with pretty graphics. Final Fantasy Tactics is one of the most critically-acclaimed games of all time, and it's sold more than 3 million copies worldwide, combined with its PSP remake sales. I don't think it really qualifies. Vagrant Story, on the other hand...

Actraiser and E.V.O. by Enix. Basically, anything by Enix that made it out of Japan. Actually, given it's status in Japan, Dragon Quest is under-rated here in the West.

I think a lot of handheld games in general are under-rated. Personally I think Link's Awakening, Mario Kart DS, Metroid Fusion and Donkey Kong '94 are the best titles in their respective series. Even big titles like GTA: Chinatown wars and MGS: Peace Walker fail to sell in huge numbers (even if you take into account the effect piracy had on sales they're not talked about much). When the top__ games of all time lists are compiled they often ignore any handheld game that isn't Pokemon or Tetris.
Also Oddworld: Stranger's Wrath as it was published by EA, hopefully the remake returning to Sony will result in somebody buying it.

Just Cause 2 might be the prettiest looking landscape in a game ever, and feels more like Mercenaries 2 than Mercenaries 2. I think I might pick it up once it is dirt cheap. The demo was fun. Protip: It's 75% off on Steam right now if your PC can run it.

Actraiser and E.V.O. by Enix. Basically, anything by Enix that made it out of Japan. Actually, given it's status in Japan, Dragon Quest is under-rated here in the West. Keep in mind that most Enix games were developed by different teams. Typically Produce, Quintet, or Chunsoft. Quintet was behind the ActRaiser and SoulBlazer series, both of which were pretty well-known. Produce was behind the 7th Saga series (7th Saga and Mystic Ark), and Brain Lord. Brain Lord is an EXTREMELY underrated game, but hardly anyone knows who Produce is, so... Chunsoft were responsible for the first 5 Dragon Quests, before Heartbeat took over to make 6 and 7, and then Level-5 made 8 and 9. Chunsoft is also famous for the Mystery Dungeon series. Looking back on it, I'm not sure that Enix ever had its own internal development team.

Looking at a list of the games Black Box has developed, I wouldn't say Hitz was underrated at all.

I don't think it really qualifies. Vagrant Story, on the other hand... I dunno... FF Tactics was completely overshadowed by FFVII, and sandwiched between that and FFVIII. A LOT of people overlooked the game or wrote it off because of its graphics and the fact that it didn't follow the standard JRPG formula which was HUGE at the time. I'd say that counts as underrated. Vagrant Story, imo, mostly suffered from the lack of the FF name tacked on to it. It's definitely MORE underrated that FFT, but FFT is still totally underrated.

Suikoden Tactics for me. Something cxompletley different done with the Suikoden series and essentially acts as Suikoden 4 1/2 as it adds events happening before the game (like Brandeau getting the rune of punishment) as well as building upon the events of the game. Probably not held up as highly since it was connected to the underwhelming Suikoden 4.

Are you sure? I've never seen a bad opinion about Psychonauts. Of course, maybe half a dozen people must have bought it due its sales which is where I think you're coming from now.

Finally thought of one. Incog Inc.'s Downhill Domination. Mostly known for the (good) Twisted Metal games and the (good) Jet Moto games, Downhill Domination didn't get a lot of attention. It's a fun game, though.

Thinking about this has made me realize something.
Developer notoriety is more a Western concept than an Asian one. Most Japanese publishers don't make a big deal out of who a game's programming team is (with rare exceptions like Clover/Platinum, Treasure, Sonic Team, and AM2), and the publisher themselves get most of the credit for a game's production. Whereas in the West, and Western-styled games, there are far more well-publicized developer names (Rare, Bioware, Rockstar North, Rockstar Canada, Westwood, Harmonix, Tiburon, Criterion, Infinity Ward, Core Design, etc...)
Hell, some Japanese developers go out of their way to NOT be mentioned or given any credit (TOSE, for instance).

(By the way, Tekken can go die in a fire)" About FFT, 8-Bit, I understand where you're coming from there. Every RPG was overlooked in favor of FFVII, it seems, and they put Cloud and Aerith in FFT ostensibly to boost sales. I think it might be that after FFVIII came out and people were disappointed with it that they came back and maybe checked out FFT as an alternative. I'm probably wrong though, I don't know much of sales history in the '90s. If anything, it's gotten a little overrated since though. About Vagrant Story suffering because of the lack of FF branding, I think it's just because they game was too out there for a lot of people, and its systems were too confusing. Square also released a s***ton of triple-A titles in 2000, so that might have contributed to it falling through the cracks a bit as well.

Silent Bomber, a sci-fi 3-D run & gun shooter by Bandai with a twist: no guns. Instead you launch (or place) bombs and detonate at your leisure. I heard it was underproduced (in North America anyway), so copies may be rare and a tad pricey. It's for PSOne, and I recommend getting it (if you can find it). It was re-released on the Japanese PlayStation Store a few years ago, so there is that. I'm not sure CyberConnect is really that well known of a developer, honestly. People know some of their games (.hack//GU, Naruto Ultimate Ninja), but they don't know who CyberConnect is. Touche. That said, it's still highly underrated and deserves to be played by more people, IMO.

Bio Menace by Apogee/3D Realms. Granted, most only know them for Duke Nukem (and some are familiar with Crystal Caves). But Bio Menace was an awesome game.

I'd consider Tecmo as fairly well known, but I sure wish more folks would give the Monster Rancher series a look. It's got a devoted fanbase, but it seems a fair number of people don't realize that it's around, usually only being aware of the short lived series.
