I would have gone with Morrison if it wasn't cut short by Wellness, so I'll say Punk since he ran with it to become a major star on the other brands.

Funny thing about Punk's title reign, I remember voting for Miz for Cyber Sunday on the basis they'd never be stupid enough to give him the ECW title. Three years later, I marked the hell out for him winning the top belt in the industry.

Big Show brought a sense of legitimacy to the title, and I was legitimately excited at the prospect of him losing it, which is good for a heel champ, except how painfully obvious it was that Lashley would win the belt.
Christians last run was good too. He made it look like a top title, and worked well with a group of young guys, and a game William Regal.

At a time when establishing the belt and brand was key, Big Show and his main events were presented in the Big Fight manor that made them into a big deal on TV. His matches were PPV quality on free tv. Batista, Kane, UT, Flair all showed big name WWE main eventers trying and failing to wrest the title from him and by hook or crook he always won and enhanced the title.

Mark Henry had a pretty good run with it. I actually like that he brought in Tony Atlas as his manager. Christian was also good becuase it was a really good comeback to WWE and had really good matches against Ryder, Regal, Jackson, and Tatsu.
Damn, I miss ECW so much.

Big Show, without doubt. 2006 was the greatest year Big Show ever had. He was over as hell, wrestling brilliantly despite being incredibly fat, and great on the mic. Plus he was booked basically to perfection.
I want to honourably mention Dreamer, simply because his win made me feel good about myself.
