No, but it's very easy to get over if you get time to talk or look competitive against a good opponent even if you don't beat them.

He was pretty over after he finally beat Skip. Sure, it wasn't a big push and it didn't last very long, but he got to captain a Survivor Series team.

It depends on how it's done.
If they are treated as nothing more than a jobber and the announcers barely pay any attention to it then most likely not. However if the losses are for the most part competitive and not completely one sided and the worker is constantly put over as someone who comes close every time, but can't seem to win the big one when it counts, than I'd say that it could probably work fairly well.

Colin Delaney was over as hell on ECW. WHY did they fire him? I never understood it. They had him do a half assed heel turn and then canned him. Teaming with Dreamer and using the football helmet like Norman Smiley was the shit.

The only way I could see it really working is if you have a big guy come out to absolutely DESTROY his opponents, and afterwards drapping the dead guy`s arm over him for the pin. He could then go around bragging about his loss record. I see this getting over pretty big. I think it would be neat if he gets a title shot a year into his "Job of Terror" and swerves everybody by getting the unexpected the pin. It was all an elaborate plan to win the title.

He went on a losing streak for months, and when he finally won a match, no one cared. His career never recovered. I've always hated that they went this route specifically with MVP, and I'll tell you why. When he first showed up in WWE in the purple Power Ranger get-up, no one took him seriously. The casual fans and smarks alike thought that he was garbage, and it took serious work by himself and Chris Benoit to get him over as a legitimate superstar. Because of the difficulty in making him legit in the first place, taking such a step back was a horrible idea. The losing streak angle can only work with a wrestler so good and so over that they can do no wrong. Chris Jericho is a perfect example of this. He could lose every match for a year straight, then win the WWE Title and be instantly credible again, because he never loses heat or momentum.

I thought the fans were getting behind him, and he looked to be on the way back up. It wasn't until they moved to Raw a few months later and took away all of his momentum that things went really downhill for him.

Horowitz got over, because out of all the common jobbers, he was the only one who was consistently allowed to get offense in all of his matches. He even had a little bit of the gimmick with the "Pats himself on the back" thing, and the robe with the giant hand on it. Even before the Skip victory, I remember there being a segment where he demanded a shot at the IC title, and was about to sign a contract for an IC title match, when someone else beat him up and signed it instead.
....yeah, I was a Horowitz mark, so I marked pretty huge when he beat Skip.
