I personally suspected then, and still now, that this was an attempt by the WWF to mimmick what WCW had done with the NWO when they originally hyped it as if the WWF was "invading" WCW and taking over. They tried it with ECW very briefly too. The problem is that few fans at the time remembered the NWA or had any idea the ref's they were making with "new" version of the Midnight Express and Rock and Roll Express. Fans did know Jarrett, of course, but they knew him as a country western character, not as what he was supposed to be during this storyline...and btw I still have no idea what he was supposed to be. MMA/UFC was known but as hot a topic as it is now, so fans had an idea who Severn was, but the man was just boring and bland-for all his genuine martial arts talent, he had no charisma.
I personally think this faction might have had a chance if they had used some talent the fans knew of and reacted to. Vader was still in the WWF at the time, and he had competed for the NWA when it became WCW, so perhaps he could have worked as the focus of the group instead of Jarrett. The Road Warriors had just come back too, so perhaps turning them heel might have raised at least a couple of eyebrows, and would have made sense since they were former NWA tag team champs too. Ultimately its just a very obscure and minor note during a major time in wrestling history.

I read that storyline was made to make Jim Cornette look like an ass for his "old school" views on wrestling. So that being said, it served its purpose.

I think everyone lost with this storyline
Rock & Roll Express & Windham looked like fossils
Jim Cornette was viewed as a old-school fetishist dinosaur from that point on
Jeff Jarrett looked like a joke, not even able to beat Bradshaw clean (had to rely on all the run-ins)...before Wrestlemania he returned to his Double J countrystar gimmick and changed his management (Tennessee Lee)
New Midnight Express were the most un-over team since the Godwinns or New Rockers...even JR crapped on their nicknames Bodacious Bart and Bombastic Bob live on RAW
Dan Severn received a dead title (NWA World Heavyweight Champion) and gained nothing by being associated with Cornette...soon he turned on him
at least it made everyone else (DX, Austin, Shamrock, NOD etc.) look hip & cool

Jeff Jarrett looked like a joke, not even able to beat Bradshaw clean (had to rely on all the run-ins)...before Wrestlemania he returned to his Double J countrystar gimmick and changed his management (Tennessee Lee) i remember those months , and Jeff was always doing promos how that gimmick was a joke and how he would never degrade himself again. and then when he went back to it, he got a huge ammount of heat. I remember being a mark at the time, but even i thought " wow the crowd really hates him for being a hipocrite" Everyone looks down on Jeff as a small fish in his wwf days, but the guy was over. He could get heat from an ice box. He may not be able to have a 12 month wrestlemania main event feud with Austin. but the guy was on fire in 98. Not to mention he brings in Debra McMichael in the fall, and she was more over (and Hotter) than Sable.

Well, the best wrestler in the group was probably Dan Severn, but Dan while is good at MMA and Shoot Wrestling, he was awful at U.S.-tyle and had no charisma. Jarrett I think just came back from WCW and was still mediocre at best. The rest were either way past their prime or just crap (The New Midnight Expresss).
