Hardy, Kendrick, and Van Dam for sure. Terry, Wolfe, Hogan, Anderson, Shelley, Sabin, and the Beautiful People probably.
The only person with no chance is Jeff Jarrett. He seems to be clean to me.

didn't they do a drug test one time, and like 90% of the roster tested positive for recreational drugs? could you source this, please? Maybe not that much, but this is what I found from a 2009 article on the topic:

If the TNA wellness policy were comparable to WWE's, RVD would be working for free and Brian Kendrick would have to pay them to work there.

TNA fans would be watching an empty ring for 2 hours a week.

TNA fans would be watching an empty ring for 2 hours a week. ...they would still chant "this is awesome" for at least 1 of those hours

Other than Rob Terry I don't see anyone who is OBVIOUSLY on anything. Maybe, just MAYBE Hernandez could be on something, but nothing as obvious as in WWF/E before the wellness policy. To the guy who said "75% of the roster": what would that make WWF/E before the wellness policy - "100% of the roster"? Seriously I don't see anyone who is as obviously on something as these WWF guys were: Triple H (from slim to wannabe Warrior in no time), HBK (from jacked to totally skinny, obviously not natural back then), Hulk Hogan, British Bulldog, Kurt Angle (look at him in TNA, toned but a lot lighter), Lex Luger, Kevin Nash, Ultimate Warrior and everyone in the 90s.

You're assuming we're talking about steroids. I'm guessing most of TNA's roster is on a heavy mix of pain killers and recreational drugs (marijuana).

I doubt that Jeff Hardy is on anything now and you don't get suspended for using marijuana in WWE AFAIK. How do you guess such thing? Kendrick and RVD are stoners and Kurt may take pain killers, but how do people guess 75-95% of the roster? Because they can or because they seem like drug addicts to you?

The obvious joke is "half or more of the roster would be gone."
But I think if TNA had implemented a wellness policy early enough, by this point they'd have a pretty stable roster with the occasional foul-up. In other words, they'd be exactly like WWE.
