OK, all jokes and guesses aside...it's seriously going to be JBL.
Everything fits:
1 - He's a heel and fits the bill for exactly what Mr McMahon would want. 2 - He's good on the mic 3 - He is a perfect character for the likes of DX and Cena to go up against 4 - He has conveniently just "retired" from Smackdown 5 - John Layfield is apparently seeking a non-ring role in WWE for a while

It's possible it could be JBL as Vince was on the phone talking to him a few weeks ago, and I think JBL wants to be at the ECW ONS PPV to provoke the fans one more time,lol.
Truthfully, after seeing Bischoff come in as the new GM in 2002, I don't think anyone could really surprise us.
And at least it'll be the first thing on Raw we find out about, at least that's how WWE has mentioned it. Then again it could be a whole tease where at the end of the show the new GM shows him/herself (Please not Steph).

just had a few quick thoughts, could be foley, inanimate carbon rod, steel chair, spanish anounce table, or most likely..... the devil, well that would explain why god pulled a no show at the last raw ppv.
