He was on the level of Undertaker post-1998.
However as a face he was never "1998 Austin" or "1999 Rock". He was popular as part of DX, but that was a stable, he wasn't his own man.

A lot of it has to do with the backstage politics, and him marrying Stephanie. He's always going to have that connected to him no matter what. Also, I always felt he was a bit overrated. I liked him back in the mid-late 90s, but when he started bulking up and became a main event talent, he just never did anything for me much. His promos in 2000 were so boring that I even switched to WCW when he was on the TV. It seemed every single week he was cutting the same exact boring 25 minute promo. Than came his 2002-2003 reign of unstoppable destruction. It got so painful to watch seeing him bury guys like Booker, Jericho, RVD, Kane, Steiner. He even beat Goldberg with just 1 damn move.
Also, when has he ever carried anyone to a good match? All his best matches/fueds were with guys who were either just as good, or better than him. I really can't think of anyone besides maybe Batista where he carried them to some good matches.
