i disagree with the above posters regarding Dusty Rhodes.
he was a great entertainer, to be sure, and his 'son of a plumber' schtick was pure money.
but Big Dust could wrestle as well - it didn't show as much because of his everyman physique. Rhodes could do 1 hour matches with Ric Flair and sell it all the way through. if you can't work, you're not going to pull this off.
I'd almost argue that Flair and Rhodes made each other - one needed the other to play against. as great as the Flair/Steamboat matches were, it was Flair/Rhodes that made $$$, hand over fist.
my nomination for the list is Mick Foley.

Right but I still maintain Dusty was a better entertainer than wrestler. He's known for his look, his promos, his antics outside of the ring. He was a decent wrestler, that can't be denied, but look at the promo videos made about his career. He's not going to be remembered for his in ring work but as one of the greatest personalities in wrestling history. JYD was a decent wrestler but the name, the look, the characteristics, the effect he had on the fans is what people are going to remember him for.

The Rock, Cena, Hogan, Warrior, and Flair after the 80's/very early 90's.

He was an amazing entertainer as far as his character and thus playing his character well, but he in my opinion, was a horrible wrestler. Add to that Kevin Nash and New Jack, both of whom are decent on the mic, but they were either lazy or simply were not good workers in the traditional sense as far as technical, brawling, power wrestling, or high flying ability. Add Lex Luger, Raven, and the Honky Tonk Man to that list. Lex was a decent entertainer, but his wrestling was average at best. Same with the Honky Tonk man-average wrestler, but had some charisma. He will be known as being the longest IC Champion and a pretty decent draw with good mic skills. Raven is a very smart man who played his character to perfection, but his wrestling was average at best. By the way, Francisco, who is the blonde wrestler in the picture.

He was decent in the ring. Dusty Rhodes could last an hour in the ring.

I disagree with the original premise to be honest in the OP. Surely if you work the crowd and entertain during the matches you ARE a good wrestler.
If you're technically perfect yet can't raise a mosquitos erection, let alone emotion from the crowd, you're not a great wrestler.
