I recorded that event when I watched it live and still have it on tape to this day. Rob Van Dam vs. Jerry Lynn was definitely match of the night. I also enjoyed Super Crazy vs. Tajiri.
As for others, New Jack vs. Mustafa was not a good match, but I liked it when New Jack did that crazy splash from the balcony onto Mustafa who was on a table.
Antifaz del Norte vs. Little Guido dragged. I don't remember a lot of the match.
Balls Mahoney vs. Steve Corino wasn't really a match, but I remember Balls whacking Corino in the head with a chair and Balls was all mouthing 'oh my god' to the camera.
I remember how over Sid was in ECW. I don't think he really wrestled in any matches, just came in and chokeslammed and powerbombed people and that was that.
As for the last two matches, well I thought that Justin Credible and Lance Storm vs. Shane Douglas and Tommy Dreamer was a decent tag team match. Also, Taz vs. Sabu was decent in my opinion.
I think I should watch this soon.

Wait, why did Shane Douglas and Tommy Dreamer team up? I don't recall this angle at all. I didn't even realize Douglas was still in ECW during this time.

The first and only ECW PPV I ever saw. I still have it on tape too, but the tape starts toward the end of the Crazy/Tajiri match due to arriving at home late. I was 12, still a mark, and unprepared for the uncensored ECW PPV experience; the Dudleyz' promo left me sort of stunned with its unbleeped f-bombs, hahaha. I liked the event, especially the famous RVD/Lynn match and the Taz/Sabu main event.

Someone please correct me if I'm wrong, but I think the angle was that Douglas was looking to "pass the torch of the Franchise" or something like that, doing a retirement angle, and Credible wanted it, so to speak. When Shane refused to acknowledge him, Credible and Storm beat the piss out of him, and Dreamer made the save and backed Shane up against them. I remember Francine getting caned too somewhere in all this.

Francine just managed Justin, not the Impact Players, and no, this 1999 angle had nothing to do with it. Francine started managing Justin a year after this just before Lance left for WCW. This angle, however, was what transitioned Francine from Douglas to Dreamer.

Correct me if I'm wrong, but the Corino/Mahoney match was the one that featured the hysterical spot where Corino, who was still doing his anti-hardcore gimmick at this time, grabbed a chair and held it up to the crowd asking them if he should use it, and when they told him to, he proceeded to sit in it and put Balls in headlock?
That was brilliant.

Excuse my ignorance, but who the hell is Antifaz del Norte? One of a handful of cruiserweight-esque wrestlers from Japan and Mexico ECW brought in at the time to freshen up the product. The only ones who stuck around were Tajiri and Super Crazy.
