I'd actually say Platinum is the "strange character" of BlazBlue, because she's a freaking moe magical girl in a definitely not moe magical girl world.

In regards to Guilty Gear, it is more easier to list all of the "normal" characters than it is to list the strange ones.

Um...Fred Durst. Just...seriously? He appeared in BOTH Just Bring It and (I believe) a Def Jam game. Correct me if I'm wrong. He wasn't in a Def Jam game. Speaking of which, Def Jam Fight For NY had Suspect, who was just some dark gray guy who didn't talk and had maxed out stats. Also, he was seen in the opening scene when D-Mob was being helped to escape, as well as the body type for your created character.

I accept your Voldo, and I will raise you Charade and Olcadan, Edgemaster's predecessors from SC2 and SC3, respectively. Charade was a big-ass eye in some sort of skeletal suit, and I'm almost certain Olcadan was based on the O RLY? owl.

Otane and Oume Gouketsuji from the Power Instinct (aka Gouketsuji Ichizoku) series, twin 79 year old sisters feuding over who got to be the matriarch of their family. Both were infamous for having a special attack where they threw their dentures at an opponent. Otane won the feud. So what did Oume do? Enlists the help of their _mother_, Oshima Gouketsuji, who was over 100. She threw Otane's body in a river.
Come Power Instinct 3, which took place about 20 years later, Otane and Oume are still kicking about, but now they're BOUND TO EACH OTHER BACK-TO-BACK.
Then there was Waku Waku 7, which has Politank-Z, a walking tank piloted by a midget and a dog. It also had Fernandez, a giant, grinning black blob.
Pretty much EVERYONE in Savage Reign is weird in some way or another, except for maybe Max Eagle.
Then there's Slap-Happy Rhythm Busters. You have your fairly "normal" characters, such as anime-fied versions of Ramos and Tia (who were originally from the PS1 fighter "Vs"), and the samurai Jekoo and Zekoo. But then you have Oleg, a taxi driver who actually tattooed half his face with the old "checkerboard" taxi pattern, Vivian & Roxy, two girls who fight with one standing on the other's shoulders, Marcantile (an old man and his pet wolf), Stealth (a Predator), Tom Tom (who has dreadlocks and fights with grafitti), Holemon (who has a birdcage for a head), Trash (a janitor), Chad & Gram (A short little man who partners with some weird grey monster thing), and Frosty (a snowman that carries a serial-killer knife).

Bryan was strange to me in Tekken 3 because that was before it became evident that he was cybernetic. I thought that he was a superhuman that was for some reason in his 50's. Tekken 3 didn't really explain much.
Pang Tong for Dynasty Warriors 4 if that qualifies.

For that matter, Davey Boy Smith in SDVR 06. He had been dead for YEARS when the game came out, so when you fought him in the "legends challenge", any pretense of this being a game that takes place in the present day was thrown out the window.
