Alberto, Kane, RVD, and Batista.
Alberto didn't do anything important, but he still has a good chance to break out of that stigma though.
Kane only had the belt for a day.
RVD only had it for a short while and got busted.
The only thing I cared about Batista doing as WWE Champ was his heel run, but that only lasted for a little while and not very much was accomplished.
As for the WHC:
Dolph, Swagger, and MOST OF ALL The Great Khali.
Dolph barely had it, and on false grounds.
Swagger was totally forgettable.
Khali was just horrible. Not only for the title, but for Smackdown as a program. IMO, the worst period in Smackdown history.

I don't usually play this card, but the fact that Miz's reign is talked about so often at least tells you that people remember it, which is more than I can say for Del Rio.

Yeah the Del Rio run was more or less pointless. Anyone MITB related could be in the category as well. How about Edge's first run where he cashed in, then jobbed it right back? At least the Live Sex deal and the Flair match came from that though.
The RVD run was more or less to start up the ECW brand, and it was at least a major angle and he was having terrific matches. The whole point was going to be him dropping the WWE title and remaining on the ECW brand as ECW champ, but the whole pot thing happened.

In the grand scheme of things, I say Miz. Yes, he he won the main event of Wrestlemania but all he did was piggyback on The Rock's publicity. Wasn't he champ 4-5 months? Pretty remarkable in this day and age. Granted, some of his feuds sucked (Lawler, Orton), but there have been much worse. Big Show's feud as champion with Bossman was pathetic.

Big Show in his first reign. Absolutely useless. Agreed. I liked his second reign though. Maybe it was Paul Heyman, or maybe it was those black jeans he wore every match...

RVD was awesome, he lampshaded the hell out of the spinner belt.
Now Jack Swagger, he was an unremarkable champion.
And if it turns out he actually held the World Heavyweight Championship, who the f*** cares? It's treated as the same frikkin belt.
