99% of stables have done something that somebody might have enjoyed. That other 1% is X-Factor. I don't know, I kind of enjoyed the constant mocking of Justin Credible that X-Pac started doing near the end of the stable's run. And I don't like X-Pac, Justin, OR A-Train.

*X-Factor: Three random men, all put together in haste. Add a bit of Uncle Kracker, and you see how bad this is. *Union (or U.P. Y.O.U.R.S.): Another random group, comprised of Mankind, a Corporate castoff (Big Show) and a few high mid-carders. They beat the "Ministry" part of Corporate Ministry and to celebrate... they broke up. *The Cabinet: In theory, it worked good for JBL, as he was a cowardly heel champion (when did he defend the WWE Championship and won cleanly?). However, the idea of JBL employing former S&M "brothers" and Orlando Jordan as his goons is head-boggling. *La Familia: Another weasel champion, Edge alligns himself with Vickie Guerrero and has Chavo in his employ, and because of that, Bam Neely (remember him?). Also, because of their assistance at Armageddon 2007, the former Major Brothers (Zack Ryder and Curt Hawkins) become the "Edgeheads" and join up. And... where did this go? It certainly wasn't Evolution, as the Edgeheads got the WWE Tag Team Championship towards the end of the stable's life, Chavo had a short-lived run as ECW Champion, and Bam Neely... what did he do again? *The Straight Edge Society: Don't get me wrong; the SES was one of the greatest stables ever, as CM Punk sought salvation in everyone by shaving their heads. However, they were doomed once they (especially CM Punk) were fed to Rey Mysterio and Big Show. Punk got his head shaved because you knew they would never have Rey remove his mask, and then all three male members of the SES were slaughtered by Big Show at once. Also, Punk lost HIS mask on an episode of SmackDown by Big Show when it could've been done on PPV. *New Nexus and the Corre: Both spawned at around the same time, when CM Punk set up a coup to kick Wade Barrett out of Nexus. The "New Nexus" was comprised of Mason Ryan and all of the relevant Season 2 NXT competitors that were not named "Kaval", while Barrett managed to move Justin Garbiel and Heath Slater to SmackDown and have Ezekiel Jackson join forces. Both were lousy, as the New Nexus was a joke and the Corre actually kicked out the winninigist member.

Honorable mention for Legacy. Did nothing for Orton, hurt Rhodes, all but murdered DiBiase's career.

Yeah the ones that really stand out to me are The Cabinet and Legacy. The worst factions are the ones that are actually pushed. X-Factor was a horrible stable too, but were they really ever pushed at all? Nah. I recall on a Legends show where Taz noted that the worst era of his broadcasting career was having to call SD during the Cabinet push, haha.
That said, Legacy was possibly even worse. At least the Cabinet on some level had clear roles (JBL as leader/WWE champ, Jordan as the henchman/US champ, Bashams as the tag team). Legacy had an incoherent and bizarre nature to it that was unwatchable with the lackeys fighting the leader but not turning on him, no one ever turning on Orton even when the storyline called for it, etc. It's no coincidence that Orton got more over when the group broke up, while Rhodes took forever to recover from this group. Dibiase still hasn't.

Has to be X Factor. The highest title that stable won was the Light Heavyweight title. I'm not sure that team EVER won a match outside of Pac. Wasnt Albert IC champ while in x factor?

Yeah, I remember they were hosting an episode of Sunday Night Heat and making fun of Justin Credible for being the only one in the group without a belt. X-Factor is pretty much the first choice I thought of here.

The Million Dollar Corporation were pretty shitty and didn't really do much considering how long they went on for. Plus Taker spent like a whole year feuding with them when he would have been better used in the title picture at that time IMO.

Straight Edge Society almost ruined Punk for me. The build-up for this was great, but all they ever did was job. I wanted this to end after Wrestlemania, but they carried on with it and just brought down all involved.

I don't think X -Factor was so bad but their music just killed them dead for me.
I think Legacy would of been better had they gone the route of making them all equals and not just two guys that followed around Orton. I mean you have 3 multi-generation wrestlers coming in and basically being stuck up heels but have the skills to back it up due to their genes.

All stables since 2001 with the Exception of Evolution. The ONLY stable in recent history that was actually done properly (Get heel heat, all members had a clear direction and it built up the future in Bats and Orton) and they've failed to replicate it since, mind boggling...

X-Pac was far more talented than Wade Barrett, and Albert and Justin Credible, underwhelming as they may be, trump the Corre's scrub lineup.
