So we have Men in Black 3 (who cares?), 9 million Saw movies that no one asked for, but what are the movies that need a sequel, but never got one?

The Incredibles. Really would have been interesting to see the family as a whole in new adventures.

Star Wars Episodes VII-IX. Preferably without George Lucas directing/writing the story beyond the conceptual level. I'm not one of those "George Lucas Raped My Childhood" folk, and I think one of the major weaknesses of the prequel trilogy was their prequel status and knowing what would happen. But Lucas has never been a good actor's director and his scriptwriting can be pretty childish.
That said, his sense of production values and special effects is outstanding, and something he can do as a producer. I actually really like CGI when it's done well, and I can't imagine something like Coruscant being done without it. And it's only gotten better since the Prequel trilogy.

These two. Also, a sequel to The Secret of NIMH based on Rasco and the Rats of NIMH, if only to help erase the memory of that....other thing they called a sequel.

How would they have a sequel to Network? I think that they covered everything and got their point across nicely in one film.

Serenity, A-Team and Tango & Cash are good calls for me, as is Big Trouble in Little China.
I'd loved to have seen a real sequel to The Crow. Brandon Lee was contracted for three films, with the original concept being Draven being punished for going "off the mission" and saving Sarah. The TV series followed this concept but was watered down, and all we got in terms of films were three poor rehashes.
I'm still waiting for Spaceballs 2: the Search for More Money.

Team America: World Police.
We had the ending with Kim Jong Il being a space-cockroach...thing swearing revenge on The Team. I would've loved to see a good follow up on that.

How would they have a sequel to Network? I think that they covered everything and got their point across nicely in one film. Call it Cable, sort of how Cable has changed the whole game.
