Bella Swan.
One of the most loathsome, cock teasing, manipulative characters I've ever had the misfortune of being forced to watch.

The funny thing about Max is that he thinks what he's doing is for the greater good

maxwell Lord (Post JLI) The funny thing about Max is that he thinks what he's doing is for the greater good That kind of evil I can empathise with. An evildoer who does so believing that it is the right thing to do is more humanised than one who does so for purely selfish purposes.

Want to include her on this list. She was such a fantastic heel in the Harry Potter series. Really couldn't stand her.

Professor Moriarty was pretty evil in Sherlock Holmes: A Game of Shadows. I am not sure how familiar anyone is with the graphic novel "The Preacher". But Jesse Custer's sadistic grandmother and Jody were the epitome of absolute evil too. God yes. Reading that arc of Preacher is one of the only times any form of fiction has managed to make me feel really uneasy.

Johan Liebert from Monster. They explicitly parallel him to the Anti-Christ. The doctor who once saved his life as a child has to track him down because he feels guilty for having inadvertently allowed such evil to live. Damn straight. Also, adding Friend to the list from the same creator of Monster.

Rosenbaums Lex Luthor.
Kills his own father and Denies it Manipulates and steals Lana away from Clark Fakes Lanas pregnancy Captures and Experiments on meteor freaks Clones Lana Clones his dead brother Has his cloned brother killed Kills his sister Experiments on Chloe Takes advantage of Kara in an amnesic state and uses her to try to manipulate Clark and Lana Threatents to blow up metroplis because he doesn't want clark and Lana together Has his childhood family friend killed over a locket Ressurects a dead friend of lois as a human weapon
Thats about 1/10th of his evilness , and thats not taking into account his father and sisters own treacherous deeds...hell if I were to compile everything the luthors did just on the show I could write 4 novels and make millions.

And since I'm a Pokefan, I should mention Pokemon Hunter J. Aside from pretty much poaching Pokemon on a regular basis, she also repeatedly tried to kill Ash. You know it's bad when even Team Rocket is repulsed.

Loki He's the frickin' God of Evil. Loki's great, because be it the myths or Marvel, he alwayd does what he does for the lulz. Oh, a recent one, but Hodi Jones of One Piece is just one nasty ball of blind rage and violent racisim brought together.

The X-Men's rogues gallery have a body count that's second only to Thanos and Galacticus.

AM, from I Have No Mouth, And I Must Scream That is, by far, the most disturbing entity I have ever experienced in fiction. He's an AI that pretty much took over the world, killed all of humanity save for a small group, and has kept them alive for more than a hundred years solely so he can watch them suffer in all sorts of ways it can come up with, all because he hates his existence. I love Harlan Ellison as a writer, but that is the most disturbed I have ever been after reading a short story. Sauron, Smith, Joker, Hannibal Lector, all manner of horror movie villains, honestly, nothing really compares to AM for me. Being familiar with this story, I have to agree. Nothing else I've ever seen/read has come close to this.

Azula has gotta be up there. You can argue that she was acting out of love for her father but bottom line she was willing to kill her own brother and uncle, used and manipulated her supposed best friends to to further her own ends, didn't care about her cousin being killed, gleefully told Zuko to his face that their father was planning on murdering him, was actually happy when her mother was exiled and essentially came up with the plan to massacre thousands, maybe millions, by torching the entire Earth Nation.
