Aquaman is considered a punchline for comic book fans, with people picking on his powers. So is Namor considered to be just as lame?

Nope. Namor is seen as a badass.
And thus all the evidence you need of the damage Super Friends did to Aquaman's image.

The vast majority of the public has no idea who Namor is, unlike Aquaman, who probably ranks in the Top Fifteen or so most recognizable superheroes. I guess the question is whether its better to be known as a joke or not known at all.

Yeah, even though Aquaman is long since past his Super Friends persona (and Brave and the Bold made Aquaman a GOD!) Namor is generally considered far more badass. Strange, considering that IMO Aquaman usually has a much better costume (Orange and green vs. naked but with green underwear...yeah, I know Namor wears other things sometimes too, but the underwear only look is his most iconic)

DC needs to make a legitimate Aquaman show if they want to shake off this feeling that he's really lame. It worked for other characters who were lame in old cartoons.

Namor is neat, but also a seemingly easily manipulated lunatic, given how many times he's flown off the handle and attacked surface dwellers.
He's not a villain, but I'd hesitate to call him a hero, either, with his attitude.
That said, he's actually the first superhero to fly. Yes, even before Superman, who himself was beat to it by Captain Marvel(Superman literally "lept tall buildings in a single bound". He didn't fly until later). Namor beat even Captain Marvel to it.
