Well, it was Vader Time last night, and if things are to believed, we'll have at least one returning Past Raw Superstar every week until the 1,000th episode. That's five Raws between then and now, and presumably if last night was any indication, they're wanting guys that can still go in the ring to an extent.
The Past Raw Superstar caveat and the needing them to be ringworthy fortunately precludes the same tired legends they usually roll out like Dusty Rhodes and DiBiase, but I'm having a legitimately hard time thinking up who they could get that is a notable past Raw guy, without getting too obscure, who either isn't horrendously out of shape, retired for good like Edge, recently fired like Goldust, dead, or signed to TNA.
About the only one I can postulate with any feeling of certainty is the New Age Outlaws, if only because Road Dogg is already there, Billy Gunn seems to have patched things up, they both can still go, and because of how over they were in the Attitude Era.
Other than that... I dunno. Gangrel? This is surprisingly hard and I feel like some big names are sitting under my head.

They probably wouldn't risk X-Pac wrestling, unfortunately. That would be great.
Guys like Val Venis, Godfather, the Outlaws, Faarooq, Steve Blackman, Scott Taylor, someone with a Doink gimmick, Savio Vega, I'm thinking a bunch of midcarders from the late 90s.

I would think Sid has to be one now after the pop Vader got. I think they want to surprise us with guys we don't usually see.
Sid Outlaws Xpac
I would mark the f out if they found a way to get Goldberg or Ken Shamrock

Get the NAO in there definitely. Get Sid in there. Godfather seems obvious when they go to Vegas. Let's roll another APA reunion out too for the hell of it. Afterward sign Sid and Vader both for a limited run, them being a tag will help their old age and Vader's health issues. They can just take turns doing power spots. Stay a couple months on a limited schedule. Put someone over on the way out the door individually. Everyone wins. Specially me. I don't care how unlikely this is. I'd be happy.
EDIT: after reading everyone's responses... YES! to Blackman and Shamrock.

Charlie Haas impersonating 5 other past superstars?
NAO reunion would be nice
checking the Alumni pages for candidates Batista Doink Hurricane Lita JBL (with Ricardo as his ring announcer) would kinda like to see Lance Storm show up in Lita's spot if there's no diva return but i'd think they'd have 1.

Since they do have/had some working agreement with TNA, I'd say bring in Kurt Angle.

Since they do have/had some working agreement with TNA, I'd say bring in Kurt Angle. Have his music hit and then bring somebody out in the Patriot gimmick. The heat would be incredible.

Is it just me that thinks that they're going to bring back one legend a week, then on the 1000th show, they bring out Foley. He beats Heath Slater, only for Dean Ambrose to debut.

I'm betting we'll get a Doink sighting.
Godfather is a possibility, maybe Val Venis.
Vader will probably make another appearance.
I'm holding out hope for Adam Bomb, the Berzerker and Essa Rios.
