I think the Taker/Jeff ladder match from RAW for the Undisputed Title was WWF/E seeing if the Hardyz could cut it as singles wrestlers, and Taker made Jeff look like $1,000,000 out there.

I'd argue that it was a combination of Undertaker and Foley that made Randy Orton. Mick Foley elevated Orton to the next level. Undertaker solidified it.

Back in the nWo glory days, I'd emphatically say that Randy Savage made DDP.
That's not to say Page wasn't over, but, IMO, he never would have been a credible World champion if he didn't have multiple clean wins over the "Macho Man."
(and, for the record, I considered DDP a credible World champion, but, of course, your mileage may vary.)

Even though they didn't last, Cena made Nexus during their debut, they had the perfect guy to look like a threat against. It sucks what the follow-up ended up being.

Yeah, Cena made the Nexus and Wade Barrett specifically look like a million bucks and as a major threat. But the booking that followed and the terrible matches with Randy Orton is what killed Barrett.

Foley made Foley. Taker got him noticed but if not for him turning the character into a goofball slob he never gets remotely as over as he did. Then there situations where a guy got "made" and they proceeded to do absolutely nothing with it. Benoit wins RR. Beats Shawn Michaels and HHH twice, tapping each out. And then he goes to the upper midcard with the belt. Rock made Jericho a main eventer in his first run. I mean he was close but he never won the big match, hell, it was the whole focus of the angle. Then they had him walk Steph's dog around. And you wonder why the Rock finished up as a fulltime worker a few months later.

HBK helped make Austin too since he stuck around to put him over at Mania despite being hurt.

While Undertaker won the match, I think he really helped to present Jeff Hardy as someone that could be main event. Though in terms of making them look good through victory, Piper really made Bret look good at WrestleMania VII.

I'd also like to throw in an argument that Stone Cold made Kurt Angle during the first half of the Invasion Storyline.
Prior to his feud with Austin, Angle was the undeserving chicken sh#@ comedy heel champion who held on to the title by cheating and getting lucky. It wasn't until he feuded with Austin that Angle finally developed his Badass character and was the first person to ever make Austin tapout.
For all intents and purposes, Angle was the number 1 baby face in the company, but his spot ended up going to The Rock when he returned from filming movies.
