If you're counting NXT wrestlers now, the answer has to be Percy Watson. There's jobbers, and there's jobbers- but Watson goes further right now due to the following formula:
-Percy Watson was not one of the NXT Redemption rookies. -Watson is on TV right now, albeit on NXT. -Therefore, Watson is to be considered a legitimate "WWE Superstar.'
-Watson only appears on NXT, and is not on either roster on WWE.com. -This, despite all other WWE roster members on the website...and promo time during job matches by Derrick Bateman/Maxine a few weeks back makes it clear the two finalists of O'Neil/Bateman are technically Smackdown superstars.
-Therefore, Percy Watson is the ONLY person on the roster who's so low he is not on either Raw or Smackdown's active rosters- a telling sign HE is the lowest. (Even Barreta/JTG are on-roster.)
Also, keep in mind for the people saying Yoshi Tatsu's this low on the totem pole, he IS really deceptively protected despite a low profile. (Let the record show that, when you look at the televised win-loss records for 2011, Yoshi is 12TH on the list- and when you count that one of the people higher than him, Daniel Bryan, has a sub-.500 record, that gives more credence to put him as high as arguably 11th place for the year. Not exactly a "low man" on the totem pole.)

Trent Barretta. I can't even spell his frickin' name right. It's the same reason people have a hard time spelling Garett Bischoff's name. It's the Jeff Jarrett problem. For years, people would be drilled into spelling Jeff Jarrett, that's J-E-Double F J-A-Double R-E-Double T. So anything that rhymes with Jarrett, has to be spelled with two r's and two tt's. Wade Barrett's name is spelled properly, but Trent Barreta's and Garett Bischoff's have issues with missing letters. So the blame goes to WWE creative and Eric Bischoff for misspelling Garett's name when he was born. Like someone naming their kid Jon.

I wouldn't even count Trent since he's appeared on tv several times now. They have guys on the roster that I have NO idea how they're still employed. It's not a knock on their abilities or anything, it's just an observation. Like, how has Hawkins lasted as long as he has? After he and Ryder split, I can't recall the guy doing anything for a very long time. He was on the Smackdown roster page, stuck out like a sore thumb because he wasn't anywhere period, and then they finally brought him back to do that dead-end tag team with that dude with the tramp stamp. Obviously wasn't going to go anywhere, and shortly after they got "pushed" on Smackdown, they spent the remainder of the time on Superstars. Then the tramp stamp guy got released and Hawkins switched his look a bit, and then Superstars went off the air and I haven't kept up with it since. So maybe he's the Superstars Champion for all I know. But he's essentially just been "there" for many years now, and it's odd. I wanted to see him form a Dude Bro team with Ryder again, but at this point Ryder is probably better off as a singles guy.
Tyler Reks is pretty low up there. Some of the later NXT guys who 'debuted' weren't given a spot, or were and they changed their minds, so they might count as well. They have a lot of extra talent they aren't doing much with, but since Vince hates tag teams, using talent and logical booking these days, who the hell knows where they'll end up. The Cousins Colon have formed some weird exception to the rule, where Primo, who's only thing of note prior to Smackdown this week was being the job guy for Sin Cara's debut, has finally been given another chance to do something. So perhaps all hope is not lost on some of these guys.
Also, Trent needs to get on TV next year. He should've been slowly introduced this year, but whatever. That kid has talent, a good look and he's young as hell. USE HIM.

yup, Trent is way more talented than most undercarders they have (Reks, Hawkins, D.Young, Titus, Percy, Bateman, Curtis, DiBiase, Jinder, Slater, Epico, Hunico), also Primo & The Usos. But in-ring talent isn't the most important criteria...

I just pool all of the NXT guys together. They rarely, if ever, appear on the main shows and when they do it's a loss (JTG losing to Mason Ryan on RAW however many weeks back)
