Kids aren't exactly going "Hey poppa buy me the shirt of that guy who loses nearly every match" Those guys excel at the marketability aspect though, Swagger doesn't have any kind of catchphrase other than an awful clunky nickname. If they turn him face, now there's a potential (small) gold mine.

Well he has no gimmick either. I don't get the WWE, the guy is an athletic SPECIMEN, tall, muscular, good looking, legit wrestling background, really good in the ring. And they do nothing with him. A guy with a body that amazing and looks like that (no homo) could be an amazing heel if they had him cockily running through oponnents by just out-wrestling and overpowering them, checking himself out in the mirror afterwards etc. Just avoid giving him 10 minute long promos (for gods sake WWE, not everyone is the rock, austin or jericho. they were the exception not the rule LIMIT YOUR PROMO TIME), let his actions and mannerisms speak louder than his words, and he'd have loads of heat.

They missed the boat with Swagger a long time ago. The way to get him over would have been to have him come in and dominate with a series of Ryback-like squashes, but ever since Lesnar left them high and dry the first time they've been afraid give any new talent that strong of a push. Instead they want them to "pay their dues" and lose for a while to prove they really want their spot, which may be logical in terms of fostering a locker room full of only the most dedicated workers, but while these guys are "paying dues" they're also losing credibility with the fans. Once the fans see a wrestler as a guy who constantly loses matches it's hard to change that perception. This is speculation on my part, but I wouldn't be surprised if some of the vets in the locker room like Triple H or Undertaker got into Vince's ear on this subject, because if that's how you're doing your booking you're thinking like a wrestler, not a promoter. And that's not good if you're the promoter.

He's attractive, but I don't think he could pull off "pretty boy" (in comparison to guys like Cody Rhodes or Zack Ryder). He seems more like a "brush your shoulders off" kind of guy. Like he'd ram a guy into the corner, and then pop the strap on his singlet.
