At Bound for Glory Sting lays down for Hogan and loses the Heavyweight Championship. Then Hogan shoots on how the company is in bad shape due to Russos booking. Then Russo comes out, fires Hogan and says Sting is still the champion. Then he shoots on how Hogan is a huge dick and awards AJ Styles the #1 contendership. No that won't work... he'd need to call Hogan bald too

Find them someone who can do a better job on a consistent basis, who has experience writing wrestling TV for a major company and actually wants the job of head booker and isn't just stringing TNA along to keep his name out there.
We've had threads on this before, Russo is still in a job as there are so few people out there with enough experience in the role who'd do a better job. I asked about this a while ago and people struggled to find any suggestions for a replacement and most of the people whose names did come up are either employed elsewhere or have been contacted and declined.
As bad as Russo is, at least he's not booking himself as an on screen authority figure, booking matches from his office in the back of his flatbed pickup truck like one of their former head bookers.

They are looking though, that's just it, they offered Paul Heyman the moon on a stick and it wasn't enough for him, they approached Court Bauer, they brought in Bischoff, so yeah. Who else are they going to approach? Christopher DeJoseph (Big Dick Johnson)? The countless other former TV writers who worked for the WWE and lasted about 6 months there? Gabe Sapolsky? There isn't that much booking talent out there with the experience needed, it's a big problem for wrestling in general. TNA need to start grooming talent to take over booking, like they were meant to be doing with Abyss and hiring people with experience booking indies to bring in fresh ideas then move Russo on when the time is right.

Precisely - many bookers would love to work with TNA's talent, but having Russo around appears to be poison for getting someone decent in creative. I can understand where they're coming from too - it would just make them look bad to have their names along side Russo while he keeps making bad decisions. If they were actually willing to part with Russo (which is a nonstarter anyway because Carter has said she won't) then they might actually be able to get someone else in there to get that experience. I mean, how much experience does it really take to fill Russo's shoes? Watch wrestling from 10 years ago and do the same thing. Haha, I kid, but the point is you don't have to have years of experience to write for TV - you just have the creative mind to do so.

Russo wasn't the issue, Heyman's lack of genuine interest and demand for complete control over everything was. Russo called Heyman himself to try and talk him into coming as he planned to step aside.
